Carnegie Defined The Need

Since that study - A Matter of Time - Risk and Opportunity in Non-School hours - published by the Carnegie Corporation of New York in 1992, funding for Middle School age programs is said to have increased 25%. That study was, undoubtedly, important to the formation of America’s Promise - The Alliance
for Youth
,
backed by four US Presidents and founded with General Colin Powell. PACT’s video includes their urgings at the founding of America’s Promise in 1997.
